Carolyn Meline, Chair Ms. Meline served as a Bannock County Commissioner for 22 years, ex-officio member of the hospital board for 18 years, Chair of the National Association of Counties Health Steering Committee for 2 years, and National Association of Counties Board of Directors for 6 years. She currently serves on the Portneuf Foundation Board, the Department of Corrections Board of Directors, the Mental Health Advisory Board, and the National Association of Local Boards of Health Board of Directors. |

Keith Martindale, Vice Chairman Mr. Martindale has been a member of the Southeastern District Health Department Board of Health, representing Bear Lake County, since December 1992. He was a Bear Lake County Commissioner from 1989 - 2000. Mr. Martindale has been the owner and operator of KVSI Radio (1450 AM) in Montpelier, Idaho since 1966. |

Wayne Brower Mr. Brower received his education at Ricks College and the University of Utah. He retired in 1995 from the Westinghouse Electric Corporation at the Naval Reactors Facility (INEL) where he worked for 32 years. Currently, Mr. Brower is a Bingham County Commissioner. In addition, Mr. Brower serves as a board member of the Bingham Memorial Hospital in Blackfoot, and Southeast Idaho Community Action Agency in Pocatello. Mr. Brower presently serves on the Health and Human Services Committee for the Idaho Association of Counties (IAC). |

Sheryl Haralson Ms. Haralson is a life-long Butte County resident. She has been an LPN for 18 years and works at the Lost River Medical Center in Arco. Ms. Haralson has been married for 20 years and has two daughters. |

Jerry Bush Mr. Bush served as Oneida County Commissioner from 1989-2005, and as State President of the Idaho Association of Commissioners & Clerks from 1997 to 2000. He was a Co-Founder of the Oneida Education Foundation and served as a board member from 1982 - 1991. He is currently a board member of the Oneida County Fair Board and the Oneida County Farm Bureau, serves as Board Chairman of the Malad Valley Theater Guild, and is a member of the Idaho State Legislative Committee. In March of 2003, he was inducted into the Agriculture Hall of Fame. |

Steve Bastian Mr. Bastian grew up in Franklin County living in Weston on a dairy farm. He attended Utah State University, graduating with a degree in microbiology. He has been an EMT for 30 years, worked as a physician's assistant, and was an Environmental Health Specialist with the SDHD for 28 years until his retirement in 2002. Mr. Bastian has served for many years in a variety of leadership positions for his church and other associations. |

R. Douglas Hogan Mr. Hogan is a native of Caribou County and a current Caribou County Commissioner. He retired from 31 years of employment with Monsanto as a Maintenance Foreman, and currently works as a part-time employee of the Soda Springs School District in the maintenance Department. He presently serves as one of seven commissioners on the City of Soda Springs Planning and Zoning Commission. |

Ken Estep Mr. Estep has been a Power County Commissioner for 11 years, and currently serves on the Landfill, Emergency Services, Ambulance, and Tribal Relations Boards, as well as being a member of the Power County Search and Rescue. He has been active in the Idaho Association of Counties, serving as the Chairman of the Energy, Environmental and Land Use Committees, and acting as the 5th District Legislative and Capital Crimes Representative. He has represented his State and County as a member of various Boards and Committees with the National Association of Counties. |
